New Traffic Violation Notification System for Bicycles to Begin

A new traffic violation notification system (Blue Ticket System) will begin on April 1 for offenses that bicycle riders aged sixteen and over commit. It features a penalty payment system enforced through blue tickets.

What Is a Blue Ticket?

This is a traffic violation notification form (printed on blue paper) that a police officer issues when a bicycle rider commits one of several specified traffic violations. If the violator pays the penalty within the designated period, no criminal penalty will be imposed.

Examples of Traffic Violations and Penalties

Using a mobile phone, etc. (includes just holding it in your hand): 12,000 yen
Entering a railroad crossing while the gate is closing or closed: 7,000 yen
Ignoring a traffic signal: 6,000 yen
Riding on the right side of the road: 6,000 yen
Bicycle brake malfunction: 5,000 yen
