Anti-Crime Registration—When Bicycle Ownership Changes

If You’re Giving Away or Getting a Used Bicycle, Read This!

Bicycle owners must register their bicycles to prevent crimes such as theft. The anti-crime registration system is also useful for tracing ownership if your bicycle is stolen or removed from a no-parking zone.

What registration procedures do I need to complete if I am giving away or getting a used bicycle?

Giver (A): First, please cancel your bicycle’s anti-crime registration. You can do this at a bicycle shop that handles registrations. Next, give the recipient (B) the registration cancellation slip (issued when you cancel registration)¹, your anti-crime registration slip², and a transfer of ownership certificate³ (see below).

Recipient (B): Take the documents you receive from Giver (A) as well as your ID⁴ and the bicycle to a registration location and register the bike in your name.

Note: These procedures cannot be completed at a police station. New registration, reregistration and registration cancellations are all handled at the bicycle shop you use.

¹ Registration cancellation slip: This document is issued when you cancel your registration.
² Anti-crime registration slip: The bicycle anti-crime registration card (customer’s copy) issued when you bought your bicycle.
³ Transfer of ownership certificate: The format of this document does not matter as long as it confirms that ownership of the bicycle is being transferred from (A) to (B). For example, you can simply write on a blank piece of paper, “I, (name) (A), give this bicycle to (B) (name).” This will serve as your transfer of ownership certificate.
⁴ Personal ID: An official document such as your health insurance card or student ID.
