Smoking Is Prohibited Indoors from April 1, 2020 ~ Full Enforcement of the Revised Health Promotion Act and the Tokyo Metropolitan Ordinance to Prevent Exposure to Second-Hand Smoke ~
As a rule, smoking will be prohibited in facilities used by more than one person (such as food and beverage outlets, offices, and leisure facilities). Smoking is not allowed in locations that are not designated for that purpose. If there is a smoking room, there will be a sign at the entrance of the facility. If you need to smoke, please be considerate of those around you.
About Smoking Rooms
* People under twenty years of age, including users and staff, are not allowed to enter the smoking rooms.
|① Designated Smoking Rooms
Rooms reserved for those smoking cigarettes. (Food and beverages not permitted.)
|② Designated Heated Tobacco Smoking Rooms
Rooms where food and beverages are permitted for those using heated tobacco products only.
|③ Smoking Rooms (Facilities)
Rooms and facilities where those can smoke while eating and drinking. (Can be established only in small-scale facilities with no employees.)
|④ Smoking Rooms (Facilities)
These are rooms/facilities where the main activity is smoking.
In there, cigarettes/cigars should be sold face-to-face and providing food is not focused, such as a cigar bar, even if eating and drinking permitted.

To Business Owners
To establish a smoking room indoors, it must meet the standards designated by the law. (Smoking is prohibited in all hospitals and schools.) Please display a sign at the entrance/exit of the facility and smoking room. If smoking is not permitted in your food and beverage outlet, please display a no-smoking sign. In addition, if you have a room (facility) where smoking is allowed like mentioned in ③ above, please file a notification with the Management Section of the Shinjuku City Office’s Sanitation Division.
Handbooks explaining the revised act and the ordinance as well as signs (stickers) are available at the Tokyo Metropolitan Government Office and Management Section of the Sanitation Division of Shinjuku City Office (Shinjuku City Office, Annex 2 3F).
