FY2019 Childcare Fee Subsidies for Certified Nursery Schools

Shinjuku City offers subsidies to parents/guardians who pay childcare fees to a certified nursery school. You must apply each fiscal year. Even if your child enrolls in the same facility he/she did in the previous fiscal year, you must file another subsidy application.

1. Eligibility for subsidies
Those who use a certified nursery school and meet all of the following conditions:

・You must be a Shinjuku City resident as of the first day of the month you use the facility.
・You must have a monthly agreement with the childcare facility from the first day of the month you use the facility, and your usage contract must be for 160 hours per month or more. (Months your child is absent and months in which you paid per diem childcare fees are not applicable.)
・You may not use any other nursery school, kodomoen, kindergarten or at-home childcare program. (If your child is enrolled in a kindergarten, etc., this excludes the summer holiday season.)
・You may not use the FY2019 Shinjuku City childrearing leave return support program.
・You must pay the basic monthly childcare fees.
・The resident’s tax for your household (municipal resident’s tax income ratio amount)* is less than 540,000 yen. For April through August 2019, requirements will be confirmed by checking your FY2018 resident’s tax amount (levied by the municipal office of residence where you completed resident registration as of January 1, 2018). For September 2019 through March 2020, the requirements will be confirmed by checking your FY2019 resident’s tax amount (levied by the municipal office of residence where you completed resident registration as of January 1, 2019).

* This is the resident’s tax amount used when calculating the Shinjuku City authorized nursery school childcare fee. It is the tax amount that Shinjuku City calculates without applying special tax deductions such as housing loans.

2. Subsidy amount
1. Partial subsidy: 40,000 yen per month (However, the maximum is the childcare fee you currently pay to the certified nursery school.)
2. Maximum subsidy: The entire amount of basic childcare fees per month. (This excludes entrance fees, extended childcare fees, etc.)
The maximum subsidy applies to multiple-child households and single-parent households that meet the designated requirements.

3. Application
Complete the application form you received from the nursery school your child is enrolled in, affix your name seal imprint, attach the required documents and submit your application to the City Office in person or by mail. You can also download the application form from the Shinjuku City website.

4. Application deadline
The application deadline is the last day of the month of entrance to nursery school. For March, the deadline is the 16th. If the last day of the month is a city office holiday, the following business day is the deadline. For those enrolled on April 1, 2019, applications must be received by May 7 (Tue.).
Subsidies will begin from the month when the Benefits Section of the Nursery School Guidance Division receives your completed application accompanied by all the required information and required documents. Subsidies cannot be paid for past months. Please note that the City Office will not be held liable for mail that is not delivered by the postal service.

5 Decision of issuance
All applicants will be notified of the results. The results of applications submitted in April/May will be sent at the end of June. The results of applications received later will be sent by the end of the month following the month of application. If you apply for September through March of the following year, your application will be reevaluated according to your FY2019 resident’s tax amount. For this reason, evaluations for the portion from September will be sent in October or later, even to those who applied between April and August.

6. Subsidy payments
Subsidies are paid into the financial account you designate according to the chart below.

Note: This subsidy will be offered until FY2019. With the elimination of childcare fees for toddlers as of October 2019, the subsidy system may change in some cases. Based on the length of the waiting list and other conditions, Shinjuku City will consider offering this subsidy program from FY2020 and beyond.
